Why is God a "He"?
This is how God chose to be addressed.

In classical theism God is the infinite, eternal, immaterial, omnipotent, omniscient and necessary creator of all existence. God is the uncreated creator who is beyond creation. (1) It follows that since God is beyond creation, that He is also beyond having a sex or gender.
God created humans as male or female and humans use gender in language to communicate. Although God is beyond creation, He desires to communicate with those He created. There are instances in scripture in which God takes on what some define as feminine roles/actions (2), but these are based more on stereotypes rather than specifically selected language.
In scripture God is very intentional in referring to Himself as and asking to be called by, the masculine. (3) This is best seen in the Most Holy Trinity as the Father, the Son and the Holy Spirit. (4) When it came time to become human, God was born of the Virgin Mary as the man Jesus. (5)
God is known as "He" because that is how He asked us to address Him.
